What Is Independent Commissioning Management (ICM)?

Commissioning is the systematic process of assuring that a building’s systems are designed, installed, functionally tested and capable of being operated and maintained in accordance with the design intent and the owner's operational needs. The Independent Commissioning Agent (ICA) is the advocate of the owner to ensure this process is complete and to carry the operational tuning of the building past practical completion to initial start up period where significant cost savings can be made. ICM is not the measuring and verification process done by the mechanical subcontractor but the management of the entire process from design review through construction to the detailed commissioning phase and onto operations training and post occupancy building tuning.
